Who regulates insurance in Canada, what CISRO does, and the licensing requirements for life insurance agents.
Insurance is a provincial matter under Canada's Constitution. Each province has its own insurance legislation and regulator.
CISRO (Canadian Insurance Services Regulatory Organizations) — coordinates harmonization of insurance agent licensing across Canada. CISRO developed the national LLQP curriculum and standards that most provinces have adopted. Individual provinces still issue the actual licences.
LLQP (Life Licence Qualification Program) — the harmonized pre-licensing education requirement for life insurance agents in most provinces (all except Quebec). Consists of 4 modules: 1. Life Insurance 2. Accident & Sickness 3. Segregated Funds & Annuities 4. Ethics & Professional Practice (mandatory for ALL licence types)

Life licence — Modules 1 + 4 (Life Insurance + Ethics) A&S licence (standalone) — Modules 2 + 4 Life licence with A&S — Modules 1 + 2 + 4 Life licence (full — with seg funds) — Modules 1 + 2 + 3 + 4
After passing the exam: 1. The applicant must apply to the provincial regulator for their licence 2. Must be sponsored by a licenced insurer or managing general agent (MGA) 3. Must maintain E&O insurance 4. Must complete continuing education (CE) requirements to maintain the licence
